
The page yield at a 5% coverage measurement is indeed used as a guide and as a means of comparing toner performance, but not for accurately predicting how many pages the cartridge will print (there is a variety of test pages used to assess toner yield in terms of page count).
The most common and standardized method used by most manufacturers to compare toner yield is through standard test pages based on ISO standards. These international ISO standards have determined that an average professional letter printed on A4 paper covers approximately 5% of the page.
However, depending on the content of the printed page, the yield will vary, and this depends on:

Possible graphics

Presence of images

Print color: black & white or color?
